What is a training package?

A training package is a set of nationally endorsed standards and qualifications used to recognise and assess people’s skills in a specific industry, industry sector or enterprise.

Training packages describe the skills and knowledge that individuals need to possess to perform effectively in the workplace. However, a training package does not describe how an individual should be trained. Teachers and trainers develop learning strategies—the ‘how’—depending on learners’ needs, abilities and circumstances.

How are training packages developed?

A training package is developed by industry through national industry skills councils. Some national enterprises, such as Woolworths, have also developed their own training package to meet the specific training needs of their staff.

To gain national endorsement, developers must provide evidence of extensive consultation and support within the industry area or enterprise. On successful completion of a quality assurance process, training packages are endorsed by the National Quality Council, agreed to by state and territory ministers for vocational education and training, and placed on the National Training Information Service.

How are training packages reviewed and updated?

The review of training packages follows a continious improvement model. More information can be found on the Department of Education, Employment and Workplace Relations website which details the Training Package Development and Endorsement Process 2008.

How can I have input into the training package review process?

Stakeholders are encouraged to provide feedback and input into training packages. All industry skills councils have online feedback registers to allow stakeholders to register their comments at anytime. Feedback can also be submitted to state and territory training authorities.

Awaiting endorsement
After a package has been developed, it is submitted to the National Quality Council for endorsement. Once endorsed, the Australian Government, state and territory ministers responsible for vocational education and training have 14 days to formally agree to its suitability for national use. A training package is ‘awaiting endorsement’ until it has been formally accepted by this forum.

Endorsed
Once the package is formally endorsed by the National Quality Council and the ministers, it can be used by registered training organisations. It will be listed on the National Training Information Service (visit www.ntis.gov.au) and will be available for purchase from TVET Australia Product Services (visit www.atpl.net.au).
